Russian Oregon Social Services (ROSS) Program Manager

PURPOSE: To provide effective management of Ecumenical Ministries of Oregon’s
Russian Oregon Social Services (ROSS).

ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the President and his/her delegates.

REPORTS TO: Vice President.

MAJOR RESPONSIBILITIES:
Supervise day-to-day ROSS operations.
Plan, implement, monitor and evaluate the program services.
Conduct public outreach and presentations on behalf of agency in order to represent the program to the Russian-speaking community and the community at large.
Recruit/hire and retain competent, qualified staff and volunteers. Supervise program personnel functions, staff and volunteer development and evaluation.
Oversee and conduct program-related training for staff and the community.
Raise funds and develop other resources necessary to support the program services.
Prepare annual program budget and oversee program finances.
Complete and submit financial and narrative reports to EMO and funders.
Act as a liaison between EMO central office and ROSS staff.
Develop and maintain relationships with other EMO programs, mainstream social and domestic violence service providers, congregations, colleges and media.
Other duties as assigned.

QUALIFICATIONS:
Have at minimum a BA degree or equivalent.
Be able to work within the mission, vision and ethics of EMO.
Be willing and able to work with people of diverse ethnicity, socio-economic circumstance, religion, culture and sexual orientation.
Demonstrate high-level organizational and prioritization skills and a calm, professional demeanor.
Have strong written and verbal skills in English and Russian.
Have high tolerance for ambiguity and change.
Have proven skills/abilities and/or education/experience necessary to perform the duties of the position.
Have demonstrated program management skills, particularly in staff supervision.
Have two years experience running a nonprofit organization or program.
Have knowledge/experience with fundraising strategies and donor relations unique to the nonprofit sector.
Have solid budget management skills, including budget preparation, analysis, decision-making and reporting.
Have multicultural work experience with refugee/immigrant population.
Demonstrate passion, integrity, positive attitude, mission-driven focus, and be self-directed.
Have a proven track record of developing positive relationships with co-workers, direct reports and volunteers.
Must possess valid driver’s license and evidence of insurability.

WORK HOURS: Full time, approximately 40 hours per week.

SALARY: $47,500 per year.

BENEFITS: All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, employee assistance program, and employee trainings. Employees in exempt positions that are at least 0.50 FTE or non-exempt positions that are 20 hours per week or more also receive medical insurance, dental insurance, disability insurance and life insurance, per eligibility requirements.

LOCATION: Ecumenical Ministries of Oregon’s ROSS program site, and other sites as assigned.
