PURPOSE: To provide effective case management services to refugees at Sponsors Organized to Assist Refugees (SOAR).
ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the President and their delegates.
REPORTS TO: SOAR Director of Refugee Resettlement
DIRECT REPORTS: None.
LOCATION: EMO’s SOAR program site and other sites as needed.
CLASSIFICATION: Full time, non-exempt
BENEFITS: Salary starting at $20.64* per hour (may increase with education, and with multiple language abilities). All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 20 hours per week or more, also receive medical insurance, dental insurance, disability insurance and life insurance, per eligibility requirements.
*Please note: All non-exempt EMO positions, including this one, will receive a cost-of-living adjustment (COLA) increase beginning 2023.
- Developing, implementing and following-up on case management plan.
- Determining social service eligibilities.
- Providing comprehensive social service assistance leading to self-sufficiency.
- Providing on-going problem solving.
- Providing referrals, orientations and follow-up services for clients.
- Assisting with transportation to appointments, securing housing and completing the rental agreement.
- Maintaining comprehensive and timely case notes.
- Participating fully and professionally in staff trainings and meetings.
- Other duties as assigned.
Ability to work within the mission, vision and ethics of EMO, and maintain an understanding of the services provided by the programs and projects of EMO.

KNOWLEDGE: Must have experience working with refugees. Bilingual communication skills required – read, write and speak English and one of the refugee languages. Must be proficient in Microsoft Word, Excel and Outlook. Social Service degree preferred.
SKILLS: Excellent oral, written and interpersonal skills with the ability to listen and to affirm people from a wide variety of backgrounds and circumstances; Treat all individuals with respect and dignity; High-level organization and prioritization skills and ability to maintain a calm, professional demeanor.
EFFORT: Must poses car, valid driver’s license and car insurance; Must be able to lift and raise items up to 50 lbs.
WORKING CONDITIONS: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation; High tolerance for ambiguity and change.
