PURPOSE: To provide culturally specific, outpatient mental health counseling to the Ukrainian refugee / immigrant population of Oregon.
ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the President and their delegates.
REPORTS TO: Slavic Oregon Social Services (SOSS) Program Manager
DIRECT REPORTS: N/A
LOCATION: Hybrid.
CLASSIFICATION: Full time, non-exempt
BENEFITS: Salary starts at $28.85 per hour. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 20 hours per week or more, also receive medical, dental, disability and life insurance, per eligibility requirements.
MAJOR RESPONSIBILITIES
- Provide trauma-informed, culturally/language specific mental health assessment (presenting problem, psychosocial/family history, mental health obstacles, substance use history, risk assessment) to individuals, families, groups with a high degree confidentiality.
- Provide individualized treatment plan and referrals to case management, community support, safety planning, systems navigation as needed.
- Provide culturally specific Mental Health counseling and interventions to individuals, families, groups with a high degree confidentiality.
- Maintain accurate and timely case files, manage data entry, complete narrative/quantitative reports.
- Attend SOSS staff meetings, EMO staff meetings and training related to IPV (intimate partner violence), victims’ rights, trauma informed care, culturally specific mental health.

QUALIFICATIONS
Ability to work within the mission, vision, and ethics of EMO, and maintain an understanding of the services provided by the programs and projects of EMO. Requires strict adherence of HIPAA standards in the office workspace to ensure client confidentiality.
KNOWLEDGE/EDUCATION: Master’s degree in psychology, social work, or a behavioral science field; or master’s in recreation, art or music therapy; or must be a qualified Mental Health Intern as defined in 309-019-0105 (61) “Licensed Health Care Professional” means a practitioner of the healing arts acting within the scope of their practice under state law who is licensed by a recognized governing board in Oregon is required; Prior mental health experience is required; Knowledge and understanding of Ukrainian and Slavic culture and the local Ukrainian-speaking and Slavic population; Appropriate multicultural work experience with refugee populations; Must have the ability to use a computer and various software programs; Must possess valid driver’s license, evidence of insurability, and access to a vehicle: Must be culturally sensitive.
CERTIFICATES, LICENSES, REGISTRATIONS: Must meet all requirements of a Qualified Mental Health Professional (QMHP).
SKILLS: Ability to effectively communicate (orally and in writing) in English and Ukraine; Especially to treat all individuals with respect and dignity; Demonstrate high-level organizational and prioritization skills and a calm, professional demeanor.
EFFORT: Must be able to occasionally lift items of approximately 25 lbs.
RESPONSIBILITY: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation.
WORKING CONDITIONS: Ability to maintain a flexible schedule, including evening hours and weekends; High tolerance for ambiguity and change.
DESIRED QUALIFICATIONS
Credentialing for LMFT, LCSW, LPC in the state of Oregon is preferred.
