PURPOSE: Oversee financial operations, ensure financial obligations and regulations are met, and collaborate with the senior management team to steer the effective and efficient operations of Ecumenical Ministries of Oregon (EMO).
REPORTS TO: Executive Director
DIRECT REPORTS: Bookkeepers, Analysts, Coordinators, and Specialists
LOCATION: EMO’s central office and other sites as needed.
CLASSIFICATION: Fulltime*, exempt. *32 hours/week is considered full-time at EMO.
BENEFITS: Salary starts at $91,000 – $96,000, annually. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees that work 18 hours per week or more, also receive medical insurance and dental insurance. Employees that work 20 hours per week or more receive disability insurance and life insurance.
EMO has an organization-wide Pay Equity Plan (PEP). This PEP provides standardized increases to base pay for staff who have technical skills or specialized training beyond the minimum qualifications for a job, significant prior experience in similar roles, language skills relevant to the position, and/or who hold academic/professional degrees or certifications related to the role. EMO also typically makes a cost-of-living adjustment (COLA) in January.
RESPONSIBILITIES
Finance and Accounting
- Manage all day-to-day financial operations of the organization, maintaining an internal control environment to safeguard organizational assets, including the recurring preparation and review of reconciliations for all balance sheet accounts, proper expenditure authorizations, and appropriate review of journal entries.
- Provide strategic leadership for the Finance Department and supervise finance staff.
- Prepare monthly, quarterly, and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
- Lead annual organization-wide budget development process.
- Maintain, develop, and nurture banking and investment relationships.
- Track restricted and unrestricted funding, ensuring compliance with donor restrictions and grant requirements and leading organizational cash flow and forecasting activities.
- Manage the risk of the organization, including responsibility for organizational insurance policies.
- Coordinate all financial audits including EMO’s single audit and other audits required by funders.
- Maintain and update the Purchasing Policies & Procedures and the Finance & Accounting manuals.
Administrative Leadership and Business Operations
- Review all contracts, agreements, and Memorandums of Understanding (MOU’s) that affect EMO.
- Provide staff support for Board of Director’s Finance and Endowment Committees.
- Ensure compliance with all federal and state regulatory filing requirements, including business registrations and tax exemption filings.
- Ensure legal compliance with payroll and benefits systems, including timely and accurate state and federal payroll reporting.
- Collaborate with central office leadership to oversee facilities and administrative support functions, including building maintenance, security, equipment, technology, and vendor/contractor relationships.
- Perform other duties as required.
QUALIFICATIONS
Strong commitment to the mission, vision and ethics of EMO, and ability to maintain an understanding of the services provided by the programs and projects of EMO.
The following skills and competencies reflect the nature of our work, which is collaborative and inclusive. A successful Director of Finance and Business Operations will be a competent leader who can collaboratively design and implement solutions, delivering excellence while exhibiting humility. A successful Director will also have the following:
- Strong knowledge of Generally Accepted Accounting Principles (GAAP) and “Single Audit” (A-133) reporting requirements.
- At least five years of professional experience managing non-profit finances, including government grants.
- A minimum of two years nonprofit leadership experience, with a solid understanding of 501(c)(3) accounting requirements and state and federal regulations and laws governing the operation of non-profits.
- Ability to provide effective leadership, direction, and management to the finance team.
- Expertise in the use of MIP (or similar) accounting software and Microsoft Office 365.
- Experience in development, negotiation, and management of service delivery contracts/grants.
- Demonstrated excellence in financial forecasting, budgeting and cost-control principles.
- Experience designing and/or improving operational systems and workflows.
- Ability to effectively collaborate with other leaders on organization-wide initiatives.
- Strong analytical, organizational, and communication skills.
- Ability to translate financial concepts to – and to effectively collaborate with – programmatic and fundraising colleagues who may not have finance backgrounds.
Preferred Qualifications
- Certified Public Accountant (CPA)
- Bachelor’s degree in accounting or finance.
- Master’s degree in business administration.
