Cooling Portland Interest Form

Thank you for your interest in Ecumenical Ministries of Oregon’s (EMO) Cooling Portland. EMO is no longer serving as a Community Distribution Partner for the installation of cooling units. However, Cooling Portland remains available through City of Portland's 311 service.

To determine your eligibility and request a cooling unit, please contact 311; for assistance by phone, call 311. Cooling Unit application form.

To be eligible for a free air conditioning unit, you must:

    • Live within Portland city limits; this excludes Gresham, Beaverton, and Hillsboro. Please see the Portland Neighborhood Boundaries to show the Portland city limits.
    • Have an income that is 60% or less of the Area Median Income, adjusted for household size.

Additionally, applicants who meet the following criteria will be prioritized:

    • Over 60 years of age.
    • Have medical conditions that increase the risk of heat-related illness.
    • Live alone.

There is a limit of one unit per household. If your household already has a functioning air conditioning unit, we kindly ask that you refrain from applying for one through the Cooling Portland program, as we are trying to assist households that have no means of cooling their home. EMO will not be able to install an AC unit unless a compatible receptacle is available.
