PURPOSE: Oversee financial operations, ensure financial obligations and regulations are met, and participate in the senior management team to steer the effective and efficient operations of Ecumenical Ministries of Oregon (EMO).
REPORTS TO: Executive Director
DIRECT REPORTS: Finance Coordinators and Finance Specialists
LOCATION: EMO’s central office with some remote flexibility.
CLASSIFICATION: Fulltime*, exempt. *32 hours/week is considered full-time at EMO.
BENEFITS: Salary starts at $90,000 – $95,000, annually. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 18 hours per week or more, also receive medical insurance, dental insurance, disability insurance and life insurance, per eligibility requirements.
EMO has an organization-wide Pay Equity Plan (PEP). This PEP provides standardized increases to base pay for staff who have technical skills or specialized training beyond the minimum qualifications for a job, significant prior experience in similar roles, language skills relevant to the position, and/or who hold academic/professional degrees or certifications related to the role.
RESPONSIBILITIES
- Manage all day-to-day financial operations of the organization.
- Provide strategic leadership for the Finance Department and supervise finance staff.
- Maintain an internal control environment to safeguard organizational assets, including the recurring preparation and review of reconciliations for all balance sheet accounts, proper expenditure authorizations, and appropriate review of journal entries.
- Prepare monthly, quarterly, and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
- Track restricted and unrestricted funding, ensuring compliance with donor restrictions and grant requirements.
- Review all contracts, agreements, and Memorandums of Understanding (MOU’s) that affect EMO.
- Maintain and update the Purchasing Policies & Procedures and the Finance & Accounting manuals.
- Provide staff support for Board of Director’s Finance and Endowment Committees.
- Collaborate with department heads and program managers to develop and monitor budgets; and generate financial components of grant proposals and grant reports.
- Compile annual organization-wide budget.
- Manage banking and investment relationships.
- Ensure compliance with all federal and state regulatory filing requirements, including business registrations and tax exemption filings.
- Maintain insurance policies, including property, liability, worker’s compensation, and unemployment.
- Coordinate all financial audits including EMO’s single audit and other audits required by funders.
- Collaborate with Human Resources Manager to ensure legal compliance with payroll and benefits systems, including timely and accurate state and federal payroll reporting.
- Collaborate with central office leadership to oversee facilities and administrative support functions, including building maintenance, security, equipment, technology, and vendor/contractor relationships.

QUALIFICATIONS
Strong commitment to the mission, vision and ethics of EMO, and ability to maintain an understanding of the services provided by the programs and projects of EMO.

REQUIRED
- Strong knowledge of Generally Accepted Accounting Principles (GAAP).
- At least five years of professional experience managing non-profit finances, ideally with a large number of government grants.
- Ability to provide effective leadership, direction, and management to the finance team.
- Expertise in the use of MIP (or similar) accounting software and Microsoft Office 365.
- Effective in decision-making and solution-finding with complex problems and diverse stakeholder needs.
- Exhibits mindfulness and discernment when holding challenging conversations and making difficult decisions.
- Looks for opportunities to create new partnerships and allows others to leverage existing partnerships.
- Solid understanding of state and federal regulations and laws governing the operation of non-profits.
- Experience designing and/or improving operational systems and workflows.
- Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of people and resources.
- Strong analytical, organizational, and communication skills.
- Ability to translate financial concepts to – and to effectively collaborate with – programmatic and fundraising colleagues who may not have finance backgrounds.
- Ability to effectively engage with staff at all levels of the organization, and exercise sound judgement.
PREFERRED
- Certified Public Accountant (CPA)
- Bachelor’s degree in accounting or finance.
- Master’s degree in business administration.
- Experience in development, negotiation, and management of service delivery contracts/grants.
