PURPOSE: To provide effective, culturally specific domestic and sexual violence services to the for Slavic and Eastern European refugee and immigrant population of Oregon and Southwest Washington.

ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the Executive Director and their delegates.

REPORTS TO: SOSS Program Manager

DIRECT REPORTS: N/A

LOCATION: EMO’s SOSS program site, and other sites as needed.

CLASSIFICATION: Fulltime*, non-exempt

*32 hours is considered full-time at EMO.

BENEFITS: Salary range starts at $30.80 per hour. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 18 hours per week or more, are also eligible to enroll in medical and dental insurance. Disability and life insurance eligibility requires working at least 20 hours per week.

EMO has an organization-wide Pay Equity Plan (PEP). This PEP provides standardized increases to base pay for staff who have technical skills or specialized training beyond the minimum qualifications for a job, significant prior experience in similar roles, language skills relevant to the position, and/or who hold academic/professional degrees or certifications related to the role.

MAJOR RESPONSIBILITIES

  1. Available to respond to Unified Hospital Response (UHR) calls for Slavic and Eastern European Survivors in Multnomah County.
  2. Provide trauma-informed, survivor-led, culturally specific advocacy, case management, and on-site hospital response to Slavic and Eastern European survivors of IPV (intimate partner violence) and sexual assault when dispatched by UHR, with a high degree of confidentiality.
  3. Willing to work a flexible mid-shift from 11:00am-7:00pm from Wednesday-Saturday, Thursday-Sunday, or Friday-Monday.
  4. Guide participants through safety planning, systems navigation, and community referrals.
  5. Provide emotional support and education on the impacts of trauma to survivors.
  6. Assist outreach coordinator on community education on sexual assault.
  7. Maintain accurate and timely case files, manage data entry, complete reports.
  8. Attend SOSS staff meetings, EMO staff meetings and training related to IPV, victims’ rights, trauma informed care, culturally specific mental health.
  9. Other duties as assigned.

QUALIFICATIONS

Ability to work within the mission, vision, and ethics of EMO, and maintain an understanding of the services provided by the programs and projects of EMO.

KNOWLEDGE: Bachelor’s degree or equivalent in social work, counseling or related field (combined education and experience from United States and/or country of origin can be substituted Knowledge and understanding of Slavic and Eastern European culture and the local population; Knowledge of local victim service providers and social service organizations; Appropriate multicultural work experience with refugee populations; Must have the ability to use a computer and various software programs; Must have access to a reliable car, a valid driver’s license and evidence of insurability.

SKILLS: Ability to effectively communicate (orally and in writing) in English and a Slavic languages; Especially to treat all individuals with respect and dignity; Demonstrate high-level organizational and prioritization skills and a calm, professional demeanor.

EFFORT: Must be able to occasionally lift items of approximately 25 lbs.

RESPONSIBILITY: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation.

WORKING CONDITIONS: Ability to maintain a flexible schedule, including evening hours and weekends; High tolerance for ambiguity and change.
