Ukrainian Housing Coordinator

PURPOSE: To provide culturally specific housing advocacy to recently arrived Ukrainian Refugees in Oregon and coordinate state wide housing outreach. 

ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the Executive Director and their  delegates.

REPORTS TO: SOSS Housing Manager

DIRECT REPORTS: N/A

LOCATION: EMO’s SOSS program site, and other sites as needed.

CLASSIFICATION: Fulltime*, non-exempt

*32 hours is considered full-time at EMO.

BENEFITS: Salary starts at $32.43 per hour. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 18 hours per week or more, also receive medical, dental, disability and life insurance, per eligibility requirements.

EMO has an organization-wide Pay Equity Plan (PEP). This PEP provides standardized increases to base pay for staff who have technical skills or specialized training beyond the minimum qualifications for a job, significant prior experience in similar roles, language skills relevant to the position, and/or who hold academic/professional degrees or certifications related to the role.

MAJOR RESPONSIBILITIES

  1. Provide trauma-informed, survivor-led, culturally/language specific housing advocacy, case management, safety planning to recently arrived Ukrainian Refugees with a high degree of confidentiality.
  2. Work closely with advocates/interns on coordination of housing resources.
  3. Maintain accurate and timely case files, manage data entry.
  4. Assist in narrative/quantitative monthly/quarterly reports and administration of housing specific client assistance.
  5. Design/facilitate housing specific training programs for community partners: social service providers, community faith leaders, law enforcement and health care workers.
  6. Lead development/implementation of innovative housing strategies for community outreach/engagement.
  7. Participate in housing specific county/state community/care coordination meetings:
  8. Attend SOSS staff meetings, EMO staff meetings and training related to housing, trauma informed care, culturally specific mental health.
  9. Other duties as assigned.

QUALIFICATIONS

Ability to work within the mission, vision, and ethics of EMO, and maintain an understanding of the services provided by the programs and projects of EMO.

KNOWLEDGE: Bachelor’s degree or equivalent in social work, counseling or related field (combined education and experience from United States and/or country of origin can be substituted);Knowledge and understanding of Ukrainian and Slavic culture and the local Ukrainian -speaking and Slavic population; Knowledge of local victim service providers and social service organizations; Appropriate multicultural work experience with refugee populations; Must have the ability to use a computer and various software programs; Must possess valid driver’s license and evidence of insurability.

SKILLS: Ability to effectively communicate (orally and in writing) in English, Ukrainian, and Russian; Especially to treat all individuals with respect and dignity; Demonstrate high-level organizational and prioritization skills and a calm, professional demeanor.

EFFORT: Must be able to occasionally lift items of approximately 25 lbs.

RESPONSIBILITY: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation.

WORKING CONDITIONS: Ability to maintain a flexible schedule, including evening hours and weekends; High tolerance for ambiguity and change.
