Domestic & Sexual Violence Advocate

PURPOSE: To provide effective, culturally specific domestic and sexual violence services to the Slavic and Eastern European refugee/immigrant population of Oregon and southwest Washington.

ACCOUNTABILITY: To the mission and goals of Ecumenical Ministries of Oregon (EMO) as determined by the Board of Directors, and as administered by the President and his/her delegates.

REPORTS TO: Program Manager


LOCATION: EMO’s program site, and other sites as needed.

CLASSIFICATION: Full time, non-exempt

BENEFITS: Salary starts at $20.64 per hour. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 20 hours per week or more, also receive medical, dental, disability and life insurance, per eligibility requirements.


  1. Available to respond to emergency calls.
  2. Provide trauma-informed, survivor-led, culturally/language specific advocacy, case management, and crisis intervention to survivors of IPV (intimate partner violence) with a high degree of confidentiality.
  3. Guide participants through safety planning, systems navigation, and community referrals as needed.
  4. Provide emotional support and education around the impacts of trauma to survivors.
  5. Develop/facilitate support group for IPV survivors.
  6. Maintain accurate and timely case files, manage data entry, complete narrative/quantitative reports.
  7. Assist in the design/facilitation of training programs for community partners: social service providers, community faith leaders, law enforcement and health care workers.
  8. Lead development/implementation of innovative strategies for community outreach/engagement/client recruitment.
  9. Attend staff meetings, EMO staff meetings and training related to IPV, victims’ rights, trauma informed care, culturally specific mental health.
  10. Other duties as assigned.


Ability to work within the mission, vision, and ethics of EMO, and maintain an understanding of the services provided by the programs and projects of EMO. EMO requires all of staff to be vaccinated however medical & religious exemption requests will be considered for this position.

KNOWLEDGE: Bachelor’s degree or equivalent in social work, counseling or related field (combined education and experience from United States and/or country of origin can be substituted);Knowledge and understanding of Slavic culture and the local Russian/Ukrainian-speaking population; Knowledge of local victim service providers and social service organizations; Appropriate multicultural work experience with refugee populations; Must have the ability to use a computer and various software programs; Must possess valid driver’s license and evidence of insurability.

SKILLS: Ability to effectively communicate (orally and in writing) in English and Russian, Ukrainian(preferred); Especially to treat all individuals with respect and dignity; Demonstrate high-level organizational and prioritization skills and a calm, professional demeanor.

EFFORT: Must be able to occasionally lift items of approximately 25 lbs.

RESPONSIBILITY: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation.

WORKING CONDITIONS: Ability to maintain a flexible schedule, including evening hours and weekends; High tolerance for ambiguity and change.
