Human Resources Manager

PURPOSE: Provide a fair, equitable, and effective quality of personnel services for Ecumenical Ministries Oregon (EMO) while ensuring compliance with federal, state, and local laws.

ACCOUNTABILITY: To the mission and goals of EMO as determined by the Board of Directors, and as administered by the Executive Directors and their delegates.

REPORTS TO: Executive Director.

DIRECT REPORTS: None.

LOCATION: EMO’s central office and other program sites as needed.

CLASSIFICATION: Non-exempt, 20 hours/week.

BENEFITS: Salary range is between $27.94 and $33.94 an hour depending on qualifications. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 20 hours per week or more, also receive medical, dental, disability and life insurance, per eligibility requirements.

MAJOR RESPONSIBILITIES

  1. Coordinate the Human Resources Team.
  2. Oversee processing of employee and manager complaints and disciplinary concerns.
  3. Create, update, and process personnel forms including but not limited to disability claims, unemployment claims and hearings, employment verification, and census filings; administer 401(k) plan; maintain employee files and annually update Employee Handbook.
  4. Keep staff apprised of changes in payroll forms, audit reports, medical forms, I-9, EEO/AAP, health, disability, and life insurance files.
  5. Submit reports to the Executive Director regarding the status of all current position openings and personnel activity statistics, including turnover rates.
  6. Coordinate the recruitment and selection process with various supervisors; submit employment, demographic, and turnover reports to the Executive Director and Personnel Committee.
  7. Provide thorough new employee orientation and coordinate the departing employee process.
  8. Coordinate the annual reviews of current employees by tracking anniversary dates and maintaining records; clarify merit pay with supervisors based on annual reviews.
  9. Coordinate FY2024 consultant review of EMO’s current Pay Equity Plan (PEP); review current benefits package elements and propose PEP and benefit changes to Personnel Committee.
  10. Coordinate all-staff meetings and the employee development program.
  11. As directed by the Executive Director, develop DEI goals and ensure compliance.
  12. In the case of a pandemic or other overarching health or safety concerns, coordinate overall employee policies and exemptions at the direction of the Executive Director; coordinate site protocols with program and site managers.
  13. Maintain list of approved drivers on EMO’s insurance policy; coordinate use of EMO vehicles.
  14. Serve as staff to the Personnel Committee and represent EMO in appropriate meetings, briefings and events as assigned.
  15. Other duties as assigned.

QUALIFICATIONS

Ability to work within the mission, vision and ethics of EMO and maintain an understanding of the services provided by the programs and projects of EMO.

KNOWLEDGE: Must have at least three years of HR generalist experience; Good understanding of personnel and payroll procedures and policies; Experience with supervision and training of staff; Ability to maintain highest level of confidentiality with regard to personnel information.

SKILLS: Excellent ability to clearly communicate (orally and written) policies, procedures, and information to employees, co-workers, and others; High level of emotional intelligence and ability to both empathize and remain objective in personnel matters; High level of computer skills and proficient with Microsoft Office Suite products.

EFFORT: Ability to work without close supervision; Ability to maintain a calm and professional demeanor.

RESPONSIBILITY: Put forth a courteous, friendly, helpful attitude at all times; Must treat all individuals with respect and dignity.

WORKING CONDITIONS: Ability to work in a respectful manner with people of diverse ethnicity, socio-economic circumstances, religion, culture and sexual orientation; Must be able to occasionally lift items of approximately 25 pounds.

DESIRED QUALIFICATIONS

Bachelor’s or master’s degree in relevant field.

Knowledge of employment law issues, especially wage and hour law.

Fluent in English and another language (e.g., Spanish, Russian, Ukrainian, Dari, Pashto, etc.).
